Why "restricted" isn't a single status

Meta doesn't manage access as one on/off switch. Your personal profile, your Business Portfolio, each individual ad account, your Pages and Instagram accounts, and your business verification status are all tracked and restricted independently. A notice that says advertising access has been "restored" is usually about one specific layer — not a blanket confirmation that everything is clear.

This is the exact situation that makes people think Meta is being inconsistent or unreliable. It isn't. It's just reporting on a narrower scope than the email implies.

The 5 layers a restriction can hit

Personal profile advertising access

Tied to your individual Facebook profile, separate from any business account. If this layer is restricted, you may not be able to create or manage ads at all, even for a business account in good standing.

Business Portfolio advertising access

The Portfolio itself can be restricted from advertising — separate from any individual ad account inside it. A restored Portfolio doesn't automatically restore every ad account it contains.

Individual ad account status

Each ad account has its own status, even inside a healthy Portfolio. One ad account can be disabled while the others in the same Portfolio run normally.

Page and Instagram restrictions

Separate from advertising access entirely. A Page or Instagram account can be restricted on its own — affecting organic posting, boosting, or the ability to connect assets — independent of your ad account's status.

Business verification / onboarding limits

Meta's verification status is its own layer. A Portfolio can be fully verified and still have ad accounts limited by an earlier, unresolved onboarding flag — or vice versa.

The signature tell: you get an email or dashboard message saying access was restored, but Ads Manager still shows the account as disabled. That's not Meta being wrong — it means the restoration only applied to one layer, and a different layer is still active.

How to check which layer is actually still blocked

Go to Account Quality (inside Business Support Home) and check each layer separately rather than assuming a single page tells the whole story:

If the original admin (not a partner or shared user) received the restoration notice, they may also see escalation options in Account Quality that a partner-level user doesn't. When a fix seems to be "stuck," it's worth having the original account owner check directly rather than relying on a shared-access view.
